3 Establishment of the Water Rights System and Water Pricing Mechanism

The water rights pilots program was launched.The establishment of a China Water Rights Trade was applied and Supervision Office for water rights trading was established.The pilot programs for comprehensive reform of the agriculture water price in 80 counties were completed and a lot of experience that could be replicated and applied in other places was accumulated.The Ministry of Water Resources joined hands with other related departments and drafted the Opinion on Promoting Comprehensive Reform of the Agriculture Water Price,which was submitted to the State Council.
